Pavement Maintenance and Repair includes pothole patching, curb and gutter repair, crack repair/sealing, bridge maintenance, permanent pavement repair, unpaved street and alley grading, guardrail repair, and fencing repair.
The Wichita Police Department is comprised of five bureaus (Patrol North, Patrol South, Patrol East, Patrol West, and Central-Traffic). Each bureau operates out of a station in each quadrant of the city. This enables rapid response to emergency calls for services and provides easier resident access to services. Patrol services are the basis for all services provided to the City of Wichita. All calls for service start with a patrol officer. Each officer is trained to be invested in their patrol assignment, forging connections with both residents and businesses. Familiarity with patrol assignments fosters trust; as well as allowing officers to recognize when something is unusual in their beat and respond accordingly.
Economic development supports business attraction, retention, and expansion, particularly support for small and emerging businesses.
Street Sweeping cleans the street of sand, dirt, and debris accumulated over time and helps maintain compliance with environmental regulations. Pavement Cleaning staff participate in litter, debris, and graffiti removal during the street sweeping process. They also help during snow and ice removal and clean up after the storms.
Traffic problems can be a significant frustration for the motoring public leading to congestion, road rage, and accidents. Longer response times lead to longer duration of traffic impairment due to accidents, increase risk to both motorists, pedestrians, and other travelers. A fully-staffed unit allows better deployment of resources to reduce traffic congestion, as well as provide more time for officers to provide education and enforcement of traffic regulations to improve mobility throughout the City.
The Probation Office evaluates and monitors offenders who have been sentenced to probation in lieu of incarceration to ensure compliance with judicial orders and reduce recidivism. The Probation Office also provides programming aimed at addressing the underlying causes of criminal behavior.
The Community Risk Reduction Division (CRRD) utilizes 13 personnel to manage programs associated with public education, code administration, code enforcement, and fire investigation.
Public education personnel provide more than 2,500 community programs each year.
Fire Protection System Specialists and Community Risk Reduction Officers performed over 1,700 plan reviews for new construction and 13,274 code administration inspections.
Fire investigation personnel investigate all significant structure fires to determine the cause and origin of each incident. The FIU investigated 276 fire scenes throughout 2023. The CRRD is managed by the Fire Marshal.
Park Maintenance includes grounds maintenance, including maintenance of athletic fields and multi-use paths. Contractual mowing is managed through performance-based contracts that reward contractors for exceptional outcomes.

Streetlights are installed per City policy, approved by the City Council, for new subdivisions and along arterial streets as requested and approved by Public Works. Streetlights promote safety for motorists, bicyclists, and pedestrians. Costs for streetlights account for installation, electrical usage, and maintenance.
Animal control officers (ACO) respond to requests for service based on call type and patrol officer referrals. More staffing allows more time for the ACOs to proactively patrol areas with higher complaints to prevent problems instead of just responding after the complaint.
Wichita Transit provides public transit service throughout the Wichita community including fixed route and demand response services.
The Neighborhood Inspection division of the Metropolitan Area Building and Construction Department (MABCD) seeks to preserve neighborhoods and make Wichita a cleaner city through fair, cost-effective, and efficient code enforcement. Nuisance abatement is the primary activity of the division to eliminate unsafe property conditions such as tall grass and weeds, dead trees, unsecured structures, or accumulated garbage. Code enforcement cases are initiated based on complaints.
Sidewalk maintenance has Federal requirements along with state and city charter ordinance. Making a decrease in budget for this effort could result in a public safety issue and would open the city up to the possibility of litigation if a person were hurt by unmaintained sidewalk section.
Forestry provides reforestation and tree care to the urban canopy located in parks, on public property, and rights-of-way.
Park and Recreation operates seven recreation centers: Boston, Edgemoor, Evergreen, Linwood, Lynette Woodard, McAdams, and Orchard Recreation Center. Programming for adults and youths includes sports, fitness, day camps, dance classes, yoga, and lifelong learning opportunities. Fitness, open gym, and room rentals are available. We also operate OJ Watson Park, Ralph Wulz Tennis Center and the Kansas Wildlife Exhibit. These facilities provide quality of life options for community enjoyment as well has an impact on economic growth. Furthermore, our facilities serve as important community assets in crime prevention efforts. By providing positive and engaging activities for residents of all ages, we create safe and welcoming environments that help reduce crime rates and foster a sense of community cohesion. Through our commitment to offering quality options for leisure and recreation, we aim to enhance the well-being and vitality of our community while promoting social, economic, and environmental sustainability.
The Park and Recreation Department operates six (6) swim pools and twelve (12) Splash pads. The facility provides open swim, learn to swim lessons for the community. This also includes first aide, CPR, Lifeguarding, Lifeguarding Instructor, Water Safety Instructor, and emergency management skills. The pools are also available for community rentals for special events, and birthday parties. The facilities are also used by Fire Department for water rescue, and safety training for their team.
We currently have grant funding from American Red Cross to provide learn to swim lessons at Alley, McAfee, Minisa and Orchard Swimming Pools. This locations receive serve segments, demographics in the community that higher drown rates. The grant funding reduces barriers to participation.

The Wichita Municipal Court is a limited jurisdiction court, authorized under City Ordinance to adjudicate violations of the City Code. Municipal Court adjudicates cases filed by the Wichita Police Department and other City departments that enforce the City Code. The Municipal Court is comprised of two divisions - the Court Clerk’s Office and the Probation Office.
